Job Responsibilities:

As a key member of the Environment team, you will play a critical role in shaping how environmental requirements are translated into practical, effective, and value-adding site practices. You will help ensure regulatory compliance, drive continuous improvement, and support the organisation’s Goal Zero and sustainability aspirations through strong environmental governance, field presence, and technical leadership.

  • Champion environmentally responsible operations by ensuring activities are managed in accordance with approved environmental practices and the organisation’s management system.
  • Lead and deliver high-quality environmental reporting in line with regulatory and internal performance requirements, particularly Aster Performance, Monitoring & Reporting (PMR), including active engagement with the National Environment Agency (NEA).
  • Translate legal, regulatory, site Written Permissions (WP), Aster Control Framework, and environmental requirements into clear, pragmatic site processes and procedures that enable safe and compliant operations.
  • Design and maintain environmental monitoring programmes to track ENCIs, near misses, and deviations. Analyse trends, identify systemic issues, and lead meaningful improvement actions to closure.
  • Stay ahead of evolving environmental legislation and proactively implement programmes to ensure sustained compliance and future readiness.
  • Drive continuous improvement of the Environmental Management System by identifying gaps, implementing enhancements, and anticipating regulatory changes. Provide coaching and technical guidance to the Environment Team and cross-functional stakeholders, strengthening environmental capability across the organisation.
  • Safeguard compliance with NEA Written Permission conditions for Scheduled Premises, ensuring licence obligations are clearly understood and met.
  • Maintain a strong field presence by conducting environmental walkabouts and audits to promote awareness, verify compliance, and drive timely closure of improvement actions.
  • Partner closely with Projects and Turnaround (T/A) teams to embed environmental excellence into planning and execution, supporting Goal Zero and waste minimisation objectives. Own environmental requirements within HSSE Plans and ensure practices are consistently applied on site.
  • Act as the primary liaison with the National Environment Agency (NEA), maintaining constructive and professional regulatory relationships.

Job Requirements:

  • Minimum of 7 years of relevant experience as Chemical Engineer; or Process Engineer; or Environmental Engineer or related disciplines.
  • Minimum B.S. or B.Eng. degree in Chemical, Process, Environment Engineering or other relevant technical degree related to environment.
  • Working experiences in a Refinery or Chemical Plant or Oil Industry would be advantages.
  • Knowledgeable with Singapore Environmental Regulations particularly to EMPA Air Impurities.
  • Knowledgeable for ISO 14001 Environmental Management System.
  • Demonstrated ability to lead projects and collaborate effectively with cross-functional business teams.
  • Excellent interpersonal and communication skills with the ability to interact with all levels of the organization and lead small teams
  • Technical competency and strong problem solving and trouble shooting skills.
  • Possess knowledge of Air environment pollution issues in a Refinery or Oil Industry or Chemical Plant. Considerable working experiences in leading investigation and developing projects to resolve them.
