Purpose

To govern maintenance materials, cost efficiency, and logistics systems, while supporting reliability improvement projects, ensuring the implementation of technically sound and cost-effective solutions across the plant.  The role acts as a bridge between engineering, planning, and procurement, ensuring that the materials, logistics, and commercial aspects of maintenance and projects are effectively aligned.

 

Key Responsibilities

  1. Cost Engineering
  • Perform lifecycle cost analysis for maintenance and improvement activities
  • Support and structure repair vs replace economic evaluations in collaboration with reliability engineers.
  • Track, analyze and benchmark maintenance and turnaround costs.
  • Identify and drive cost optimization and standardization opportunities across materials and vendors.

 

  1. Materials System Governance
  • Implement spare parts strategy defined by reliability engineers
  • Drive inventory optimization, standardization, and rationalization
  • Manage obsolescence execution, including phase-out and replacement alignment
  • Improve materials, master data and governance in SAP
  • Ensure alignment between materials strategy, reliability programs, and procurement execution.

 

  1. Turnaround Materials & Logistics
  • Ensure material completeness and readiness for turnaround and major maintenance events
  • Coordinate long-lead items, vendor delivery, and staging plans
  • Develop and maintain material logistics strategies to support efficient execution

 

  1. RFQ & Project support
  • Support reliability engineers in developing RFQ packages and vendor evaluations frameworks
  • Translate technical scope into clear, structured, and commercially comparable RFQ documents
  • Perform Technical-commercial evaluation, including:

i. Lifecycle cost comparison

ii. Spare parts compatibility

iii. Maintainability considerations

iv. Vendor capability assessment

  • Consolidate vendor proposals into clear, decision-ready comparisons
  • Provide structured analysis to support reliability engineers’ final technical and vendor selection decisions.

 

5. Vendor & Materials Optimization

  • Support vendor performance evaluation and feedback loops
  • Rationalize vendors and material specifications across the plant
  • Align materials and vendor strategy with reliability and improvement programs

 

Qualification & Experience

  • Degree in Engineering, Physical science, Supply Chain or a related discipline preferred.
  • Minimum 8 years of relevant experience in procurement, materials management, or plant support roles within industrial or petrochemical environments.
  • Demonstrated experience supporting:
    • Maintenance and turnaround activities
    • Materials and spare parts management
    • Vendor coordination and RFQ processes

Candidates with relevant industry experience in plant maintenance, materials management, procurement, or turnaround support will be considered in lieu of a specific degree discipline.

 

Competencies

  • Strong practical understanding of plant maintenance workflow, materials systems and vendor ecosystems.
  • Ability to integrate technical, commercial, and operational considerations.
  • Strong analytical, problem-solving and organizational skills
  • Effective stakeholder management across engineering, planning, and procurement teams
  • Proficiency in SAP or equivalent materials management systems
